It sounds like a plot point from a bad 90s thriller, but for anyone building at the frontier, it is a massive regulatory signal that the rules of engagement are shifting from permissionless to controlled.

If the threshold for what requires a kill switch is set too low, it will drag in mid-tier startups and specialized vertical AI players.
